Strategy of czech textile and clothing industry

The study was aimed at reviewing strategy opportunities of textile and clothing industry towards quickly progressing sophisticated branches and analyzing of goals for product groups setting, major obstacles definition and strategy recommendations.

The study "Strategy of textile and clothing industry - Second stage" was elaborated by the Association of textile, clothing and leather industry in 2004 according to the assignment of the Ministry of Industry and Trade (study exist only in the Czech version).

Based on analysis

Based on analysis on efficiency of the Czech textile and clothing industry, business environment and estimated impact of changes in the world trade the study was aimed at reviewing strategy opportunities of textile and clothing industry towards quickly progressing sophisticated branches and making analysis of goals for product groups setting, major obstacles definition and strategy recommendations working out for the enterprises, Association of textile, clothing and leather industry and state administration.

Recommendations and conclusions

Proposed recommendations were completed with the measures resulting from the Czech part of the Euro textile region study (ETR). This region consists of border regions of the Czech Republic, Saxony and Poland where is situated the decisive part of the textile and clothing industry.

Conclusions and proposed recommendations were reconciled with the "Conclusions of the Textile and Clothing Council after 2005" comprising an approval of the Notification of the Council to the European Parliament, European Economic and Social Committee and Committee of regions - "Textile and clothing after 2005 - Recommendations of Textiles High Level Group (THLG)".

In its announcement the European Commission neither recommends to establish Community Sector Programs for textile and clothing industry or any specific sector and regional initiatives that could waive the rules of free accession and competition. An implementation of the specific needs for this sector will be exercisable only in framework of horizontal policies.

The Textile and Clothing Industry Strategy lays emphasis on increasing efficiency and competitiveness of these branches in the Czech Republic and there are indicated conclusions that should lead to using measures of horizontal policies and set up main obstacles hindering their use. The priority is conversion to products with a greater share of the value added, using the existing innovation potential with strengthening implementation of the results of research and development in the production and mutual cooperation in research focused on introduction of new technologies and products, particularly at:

  • Progressive textile technologies
  • Technical textiles
  • Fashionable and functional clothing
  • Technical and industrial garments.

In connection with the implementation of higher rank innovations into production it will be necessary to change the employees´ training system, to use the cross-border cooperation to network the research assignments and cooperation, to implement the best production practice etc. For strengthening of the innovation potential it will be necessary to use established three parties Innovation Union within the European Textile Regions.

Recommendations and conclusions of the Strategy of Textile and Clothing Industry indicate possibilities to use support of horizontal policies and they should motivate entrepreneurs to be more active when placing projects and applications for subsidy and to wider use of innovation potential of the results of research and development and their implementation in the production. At the same time there are proposed measures in the study in relation to regions where the textile and clothing industry are significantly represented. It should help to accelerate the structural changes in the textile and clothing industry, to increase its efficiency and competitiveness.
